As we approach the end of the EU donor-funded phase of the HEAIDS Programme it is time for some reflection on what has been achieved at both institutional and sector levels, what improvements have been effected, what challenges we encountered during implementation, what problems remain to be addressed and how the necessary resources to address these problems can be sourced and allocated in HEAIDS phase three.
