1. Purpose
Against the background of staff remuneration in higher education institutions being the single largest expense item: and given the current wide ranges of remuneration within the higher education sector in terms of sectoral inter- institutional comparisons and institutional size and shape, these guidelines seek to provide a framework for:
1.1 The establishment of appropriate forums to deal with institutional remuneration;
1.2 The establishment of appropriate principles and terms of reference to guide these forums;
1.3 Public disclosure of staff remuneration levels;
1.4 Developing an appropriate Remuneration Policy and
1.5 Principles that should be applied in determining remuneration integrity within each institution.
